This repository is one component of a shipping Android keyboard (AOSP LatinIME), not the whole product -- it is not evidence a language is supported on Gboard or any particular phone.
'Keyboard layouts' counts files under the layout resource path and is the only figure here that reflects actual typing support; 'UI strings' and 'dictionary entries' below are separate and weaker kinds of evidence (interface translation and word-prediction data respectively) that can exist for a language with zero keyboard layouts.
