Versions marked Legacy (42.0.0 and earlier) were published by CLDR primarily at language level and don't break out most script sublocales (e.g. “bs-Cyrl”, “bs-Latn”).
Versions marked Reconstructed (38.0.0 and earlier) have no published CLDR tier classification; these are computed by us from archived per-locale completion data using a later release's formula applied retroactively, against a narrower set of locales.
Treat tier counts across the Legacy/Reconstructed boundary as illustrative, not a strict trend line.
